Environmental Management and Permitting
From its inception, SME's services have included management of environmental issues. Nearly every project, from creation of new landfill capacity to installation of process equipment that emits a regulated pollutant, has an environmental aspect. Proper recognition of these aspects during the project planning phase is essential to a smooth project implementation. In some cases, proper planning can mitigate environmental impacts; in others permitting is required.
SME has obtained hundreds of local, state, and federal permits throughout the United States for a broad range of environmental issues. We have assisted our clients in negotiating and obtaining stormwater discharge permits, industrial wastewater discharge permits, solid waste disposal permits and air emission permits. Proper waste characterization is also recognized as an essential service to properly manage long-term risks associated with waste disposal.
SME also provides comprehensive environmental audit services to assess overall environmental compliance at both simple and complex facilities. Compliance services provided by SME include the following:
- Solid Waste Management Permitting and Reporting.
- Air Pollutant Emission Inventories and Permitting. (Title V)
- Hazardous Material Inventory Reporting. (Tier II)
- Toxics Release Inventory Reporting. (TRI or Form R)
- Chemical Accident Prevention.
- Toxics Use Reduction Planning and Reporting. (TURA)
- Spill Prevention and Control Planning. (Oil SPCC Plans)
- Waste Management and Minimization.
- Hazardous Matter Release Planning. (Hazardous Matter SPCC and Reportable Quantity assessments)
- Stormwater Pollution Prevention Plans (SWPPPs)
SME actively supports its clients' implementation of Environmental Management Systems (EMS). These systems are an important tool in efforts to develop a robust compliance status as part of everyday operations. SME provides flexible support services to a client's EMS, from occasional technical support in decision-making to serving as the corporate environmental manager for a multi-facility manufacturing firm. On a daily basis SME's regulatory professionals make time-critical and operationally-critical determinations in support of a client's business, such as:
- determining when petroleum or hazardous spills are required to be reported,
- reviewing potential new chemicals or materials to assess their effect on storage, handling, staff training, permitting and reporting, and
- evaluation of the environmental impacts of a plant start up, shut down or expansion.
Our approach to environmental permitting, planning, and management includes a "client first" philosophy. Many firms offer standard planning documents which do not take into account client systems and processes that are already in place. SME prepares planning documents that reflect existing procedures in order to save our clients time and money.
Through these activities, SME has developed effective tools to present technical information to the general public and regulators. SME presentations are designed to enhance the probability of permit acquisition using state-of-the-art computer presentations, graphics and physical models while maintaining a straightforward, understandable style.
